Yes, Belarus, Russia, Moldova, and Transnistria are probably the best in Europe still, and if you’re alright with darker phenos, then parts of the Balkans and Caucasus as well…
Also, some other parts of Central Asia still have a lot of Russians and other white groups, especially Uzbekistan, but Kazakhstan is definitely your best bet still in the region.
Additionally, you may want to explore the Asian parts of the Russian Federation like Siberia and the Far East regions where whites are still the majority and those places get far less tourists and immigrants than the European areas of Russia so that should also increase your chances in cities like Vladivostok for example…
