The English level there, while studied often and by many, simply isn't widespread. The girls who do study English and can speak it at any intelligible level are quite few and are usually bookworm studynerds. Some super hot girl who is a model, or successful in any other industry besides tourism, won't waste her time learning English.
English entertainment stopped with the TV Prison Break back in 2005-2007 era. China is a very inward focused country; with its own culture, language, and ideals. Most don't give a second thought about any other place on earth.
Now you're probably thinking "Where should I study?". I unironically used Rosetta stone back in the day, and then since I live in China I would go to a bar or get a taxi, and try out what I learned. Taxi drivers are always down to have a conversation. Walking up to random old dudes outside are also usually open to speaking. I'm sure there are better methods now, search on youtube for some path, but practice is key.

I am not an English teacher, but I was one. Teaching is actually fun, perhaps I'll pick it up again once I have kids and need to send them to a good school, but that's just a future plan.Are you an English teacher?
