At the outset, I will say it's never okay to abuse animals. Never abuse an animal.
If animal abuse and animal ownership is banned, animal abusers might begin to torture humans since both are illegal anyway. Animal abuse helps abusers release their emotions instead of bottling them in which can explode on humans if bottled. Animal abusers are less likely to abuse humans for these reasons. They want to hurt something, so it's better if they hurt an animal instead of a human. Animal abuse satisfies their desire to harm. That's why you never hear of a slaughterhouse worker being a serial killer or mass murderer. That's also why you never hear of mass murderers abusing animals I think. For example, Elliott Rodger didn't abuse animals. Some serial killers may have abused animals when they were young, but perhaps they were told to stop and their desire to kill something, anything, remained. If they kept doing that as adults, they wouldn't have killed humans. Therefore animal abuse is pro-life. It's better for an animal to be abused than for a human to die.
In fact, the murderous Nazi Holocaust can be blamed on animal lovers, which are the opposite of animal abusers. Adolf Hitler was known to be a vegetarian. His government actually supported animal welfare(pic related). There's also a list of American animal rightist violence. Perhaps if the Nazis were allowed to abuse animals, they never would have hurt a human. It's a trolley problem with humans on one track and animals on the other for people who have a desire to harm. Not only should animal abuse be legal, but it should be encouraged.

Speaking of mass murderers, mass murderers should be freed from prison on the condition that they join the military. Part of being part of the military is knowing how to use a weapon with confidence and without fear or queasiness. To be a soldier, you need to be able to kill opponents. Mass murderers are not only not scared of killing, but they also enjoy it. They have experience that would make them good soldiers. Also, many mass murderers have actually already been trained by the military. There should be more wars so that those with killer instincts have a legal outlet for their desire to kill. Then, instead of killing civilians of the same country, they'll join the military and do well at helping win the war. It's a waste of skill to not hire them into the military.
Serial killers, too, are useful to society. Some of them have very high IQs. For example, Google says of a serial killer: "It's widely reported that [Ted] Kaczynski scored a 167 on an IQ test in fifth grade." It's a waste of genius to have "another Einstein," as he was referred to, in prison. He should be free and contributing to society by being a mathematician professor which was what he was before he got arrested according to Wikipedia. That's just one example. There's a list of high IQ serial killers.
Also, by releasing mass murderers from prison, future ones won't want to commit suicide. The anti-suicide crowd should be in favor of mass murderers not serving time in prison.
