It’s actually somewhat true if you’re an MTN+ white guy because I’ve had two already compare me to two different Chad-level celebrities on those language exchange apps, however they’re both in the Becky looks range and of leftover age, with one in particular being quite crazy and desperate, so take it with a grain of salt lol
As in, don’t expect the youngest, thinnest, and most attractive Asian women to make the same mistake, even if they’re foreign/non-Western, working class, don’t speak English, have little exposure to foreigners, you’re in Asia or somewhere else outside of the West, etc

of course they can tell the difference. they might confuse faces because they cannot remember white faces so well but if they have a white mtn and a chadlite in front of them they will always be able to tell who is the cute one
