I think it's a myth that women who dress "sluttily" ask for rape. I also don't think they're slutty since all those women who dress in skimpy outfits have never been slutty with me. They've never offered their bodies to me. If dressing skimpily causes rape, you would've heard of rapes in nudist communities, but I've never heard of that so perhaps nudity actually reduces rape.
If dressing skimpily is asking for rape that means a big percentage of women are asking for rape. That's not surprising though because that's their number one fantasy. Perhaps they are asking for it, but men don't take the bait. Perhaps conservative dressing is what actually causes rape. Men want to see women show skin irl. If women don't do that voluntarily, men resort to force to take their clothes. Since they're committing a crime by doing that, they might even rape while they're at it. Then again conservative cultures have a lot of sex within marriage, so they reduce rape because men just want sex. The fact that they have a lot of sex is why their birthrates are high. What causes rape is the current system that's neither conservative nor slutty. A country that's either of that would have a low rape rate.
How would a system with slutty women look like? It would allow for dressing skimpily and even for public nudity. Besides reducing rape, wearing clothes is unnatural. No other animal wears clothes. If nudity is to be illegal, animals should be imprisoned and given the death penalty or otherwise clothed. To be consistent, humans should allowed to be nude in public like animals are allowed.
