There's still lots of hydrocarbons out there but places like Europe don't want to extract them because it involves fracking or the deposits could be not dense enough to be worth extracting at current prices.

You won't ever run out of it in a normal market, it will just become too expensive to continue using.

The market requires oil to be cheap in order to function tho.
