Not in the United States, if a crime like that is committed here the women will at least get met with some kind of trouble, so long as they weren't being literally enslaved.
And that goes for all crimes, but usually the ones with the most involvement will get the most punishment but usually no one is just let completely off the hook so to speak.
Also it should go without saying that the women were literally providing the services and are the only reason the business existed in the first place.
