Napoleon didn’t destroy France. He just fought wars and in the end lost just like uncle H.

Also you can’t be putting all meds in the same basket. For example, if you take North Italians compared to Sicilians the gap is huge. North Italy industrial output and GDP has always been comparable to the most productive regions of Germany like Baden-Württemberg.
The further you go South the worse it is because you get increasingly closer to the Maghreb
