you can easily do a lot of these simultaneously if you're strategic about it. it's not gonna be 4 years unless you don't ahve the money for it

Hair transplant- Per google you can get a hair transplant in Turkey for $3k. Seems worth it
Jaw surgery- impossible to say without knowing what you look like.
