He's chinese not japanese, you can tell from his accent.
But yeah there are more than a few guys like that, i dont really get it myself.

to me it seems like the asian version of observational humor, imagine seinfeld, but for some reason they leave off the punchline or they just kind of trail off. this happens in thier own languages as far as I can tell.
