very few foreigners due to quality of life/cost of living vs other locations like Thailand
and yes the ones that benefit the most are usually old guys that can get gf in their 20s

I've been to both Cebu City and Manila. I found Cebu quite subpar compared to Manila :

- Trashy streets. In my street they even let a dead rat rot in the sun with flies eating it.
- Nasty people
- Women were very flakey and annoying
- Less quantity on dating apps compared to Manila
