Southern Africa generally has lighter skinned people. Lots of mixed people and the native Khoisan are much lighter than the Bantu.

Some of the islands would work like Sao Tome. Probably need to be able to speak Portugues though. I'm not familiar with Madagascar or Mauritius but these are also options. Mauritius is a fairly popular digital nomad destination.

If you want that mulato look probably South America is best, places like coastal Colombia, Ecuador, and many parts of Brazil.
