technically "no" but why most countries cooperate with the FBI is because the FBI will do free legal work in that country and extradite that citizen back to the US at no cost to the foreign country. And the way the foreign government see's it. It means they dont' have to eventually encarcerate or extradite said criminal.

as well, NGO's through gov agencies like USaid. pay the local government in various "feel good operation names" to cooperate. I mean, as a police chief, the NGO"S with fbi offer you 100k for "new equipment" or whatever the fuck for an operation, and offer to free you of a suspected criminal that is not a citizen. are you going to say no? fuck no. and you get your name in the local paper as the "awesome doing his fucking job police chief" and that 75K (hehehe see what i did there, from the original 100k ) dollar donation going towards equipment is a bonus.

As far as non US citizen. FBI even with a countries blessing has no jurisdiction unless they are going to extradite you to the US and that starts to get legally complicated. They would have at least ONE of that persons (potential perps) country LEO tagging along to make it legally enforceable but extraditing them to their home country.

by the way, if the FBI are coming after you in another country. you would have had to do something VERY VERY wrong or high profile.

i don't think anyone here fits that description (i used to work with interpol) and thats how i know some things
 
but i worked in cayman islands. For a gov department for 15 years. I guess thats all im going to say.

This guy is right. But financial crimes you can run. You just need to know where to run to. And who you are running from. US authorities. Any place that has no extradition laws, or a place that has no interpol. without interpol you can live in a country forever. long as you keep a low profile and your golden.

All interpol does is bridge the gap between local police and another jurisdictions law enforcement. So when an APB goes out across the wire, all interpols receive it. (their servers are all connected to one another). And they communicate with local authorities

someone once hit my truck and they gave me only 4 correct digits on their phone number (i was dropping my friend off at the doc to catch his cruise ship, so i did not wait for the a patrol to first respond). next day after i figured out the number was bad. It took my colleague less than 30 seconds to find the guy in our DB. With photo and everything. from 4 correct numbers. Asshole was shocked face when i showed up at his work place. first thing i said was "so, thought you were never going to see me agian, huh".

sometimes it was personally handy being on that side of the law.
