Xalapa is one such city in Mexico that is both appealing and economical. My egg breakfast there was 50 MXN, whereas in the north I would pay 120 MXN for the same meal. Climate is not at all what you'd expect from Mexico...damp, cloudy, and drizzly rainforest vibes. Flip side is Tehuacan on the other side of the mountains; it's so dry that it's looks like a desert in parts, huge cacti and all.
