Tinder sucks in Manila and is the worst app in the Philippines imo -- mostly trannies and hookers and province girls 50km away bloating your matches. Way better apps like bumble or even FilCupid.

I'm a tall white normie and struggled to some extent on Tinder in Manila. It worked out in the end, but even I had to put in a ton of effort. Dating changes super quickly in this age (unfortunately). That methods have worked very well 2-3 years ago is no guarantee for contemporary success.
