both these geographic locations have a existing tourist infrastructure for western tourists/expats/people/diplomatic corps in other parts of the world you do not so you need to spend a lot more money for western comforts or live with far less and deal with stuff like unsanitary drinking water, rolling blackouts, and malaria in tropical places.

I personally really like former soviet countries, but not for the white women. I am not white so I prefer to have asian children if the opportunity arises that I get a cute girl I'm happy with.
