I can't speak for China or Taiwan but it's not a thing at all in Japan. Everything is very hands-off until you get in a private area. In the West it's like a "volume dial", where the touchiness progressively gets handsier over the night. In Japan it's like a "lightswitch", where you've barely touched her and you're straight to sex the moment you get home.

There are exceptions, certain clubs like in Tokyo (e.g., Neverland) are so chaotic and grimy that girls are more willing to do that kind of stuff. They tend to be really internationalized types though.
