What is the best city/area in the philippines for the following goals

1. Decent 1 bedroom apartment with good internet for around 600 euro/650 usd a month
2. Easy access to decent food that can be ordered to the apartment, not something that gives me food poisoning
3. good airconditioned gyms less than 10 min away (by grab/walking/whatever)
4. Maybe cleaners once a week for like 100 bucks a month? Anyone have experience with this? Im trying to find ways to optimise for time

Also people told me you can stay in the phillippines for 3 years on tourist visa, is this true?

the mall for amenities or food? is the food good there the only time i ever ate out of a mall my whole stay in a country was in Istanbul and that was the biggest mall in the country and the food was 7/10, phillippines must be like 4/10 then. The most important thing is food out of that list, i cant risk getting sick and being bed ridden cause i have stuff to do
