how are mulattos with blue eyes produced

i thought both parents needed to have the blue eye gene but if one parent is black then only 1 parent has it.

A lot of black americans have around 10% european blood so the gene is there even if the black partner has brown eyes. It all comes down to luck or willingness to do it 'till the kid has them.
