Back when I was applying for scholarships to a chinese college, they were telling me that undergrad scholarships had started to dry up compared to their heyday in the mid 2010's, not sure about masters though, I assume that only shitty unis will give you a full ride because it seemed like the good ones only seemed to give partial ones for the most part, but I could be wrong.
They also seem to be more partial to giving them out to people from third world countries rather than westerners.
