At the outset, I will say it's not okay to molest a child. Do not molest children.
Consent is when someone says yes to something. Therefore children just need to be taught what the question means and to say yes or no. The question is about sex, so they can be given sex education at home, in preschool, or daycare. Speaking of sex education, it should be banned in its current form because it fearmongers STDs and recommends contraception. Therefore sex education is pro-gay and lowers the birth rate. Sex education should be pro-natalist(encouraging students to procreate). Sex education should indoctrinate students into pro-natalism. Sure, pregnant teens might be less likely to graduate, but women belong in the home anyways. Being a stay-at-home mom doesn't require a high school diploma. Many jobs don't either.
According to Google, "Most children do begin to accurately answer simple yes/no questions, typically around 18 to 24 months of age." Therefore the age of consent should be around 18 to 24. It can be lower than that if the child is smart and got good grades on the sex education.
The question can also about marriage. To get married you might need to sign the marriage license or some papers I'm not sure. According to Google, "Writing letters can start to happen as young as 2 and as late as 4–5." Therefore even 2 year olds might be able to sign their name and get married. According to Google, "In most public schools in the US, cursive handwriting is typically introduced in the second or third grade." For sure, most third graders can sign their name.
The truth, however, is that parents make decisions for a child. For example, the parent decides which school the child goes to without asking the child's opinion. Therefore, even if a child can't consent as I said above, the parent can consent for the child. Therefore there should be no age of consent.
Also, incels frequently post stories of women who have killed their own children. Well, that's true. Sometimes it's better for a baby girl to get married off to a kind man than to remain under the rule of abusive parents. Sometimes husbands are better than parents especially mothers because of toxic femininity. This is especially true because children can choose the best person they can find to marry. Meanwhile unmarried children don't get to choose who their parents are.
Even if a child can't say yes yet because she's so young, there are signs she might want it. We know preborn children masturbate in utero. That's a sign they want it even before they're born. Therefore the age of consent should be zero.
