scotch is bourbon without the sweet notes so it has to be aged longer to be palatable
generally speaking bourbon cannot be as smooth as good scotch, to be smooth takes a long time to age and the it doesn't lend well to the way bourbon is aged as long-term aging would make it too intense
you can get a top-tier bourbon for $50 1.75L like Makers Mark, however a $200 750ml of scotch will be smother and lend itself to better flavor with a bit of water allowing it to last longer....
If you want a good beginner scotch I suggest an 18year macallan, johnnie walker blue label, cheapest I would go with scotch is a johnnie walker gold label for about $90 750ml
