Why is Japan’s birth rate not increasing despite all the efforts?
Because those efforts are joke and not enough people are willing to confront the Japanese 1%.

IF the japanese people want to produce more Japanese::

1. they should fund child benefits similar to sweden—make it affordable for Japanese to have children. Sweden ‘s taf was 1.76 in 2018 compared to 1.42 for japan.
2. reduce/eliminate taxes that tend to fall on young people getting ready to have children-maybe create some tax free savings accounts to be used for child expenses
3. legalize gender selection for female births. The number of fertile females is a major factor here. If a population is 2/3 female, then Japans 1.42 TFR becomes break evenl The average person has twice as many female ancestors as male ancestors according to modern genetc studies. males with higher socio-sexual status wll reproduce with multiple women whe they can. Producing excess males destined to die childless is a bad reproductive bet and it is humane to educate more people about that..
4. greatly improve the fertililty medicine available via national health care-that should include payments for surrogates, egg and sperm donors.(foreign surrogates are available at a low cost)
5. pay for this by taxes that fall squarely on the 1%. The 1% can get some things in return like increased funding for life extension techcnologies. Also the 1% men will disproportionately benefit by a increased rate of female births like suggested in item 3 above.
6. focus public spending on areas like parks that are important to childen. Work on improving elementary education. Make the whole environment as family friendly as posssible.
